This week's Weekly Debrief covers bipartisan bill to modernize federal tech, a DHS cyber readiness pilot, Army's FY26 budget, Space Force budget and satellite news, and the Army's decision to turn to private sector tech talent.

Tech

DHS

  • "House appropriators have advanced a homeland security spending bill that endorses many of the Trump administration’s budget proposals, while rejecting steep cuts to cybersecurity and artificial intelligence personnel. The fiscal 2026 homeland security appropriations measure includes $66.36 billion in discretionary spending. The GOP-led committee passed the bill Tuesday on a 36-27 vote."

Defense

  • "As the U.S. Army attempts one of the biggest reorganizations in recent decades, it will have to do it within the confines of a minimal budget increase in fiscal 2026 amid unrelenting inflation and as demands for the force grow at home and abroad."

  • "The U.S. Space Force’s fiscal 2026 budget request provides $277 million for the MILNET proliferated Low-Earth Orbit (LEO) constellation and halts funding for the Space Development Agency’s Tranche 3, Transport Layer effort for advanced LEO communications satellites."

  • "The Army is turning to the private sector to bolster its tech talent. The service has launched a new website to recruit “top-tier, uniquely skilled” technology professionals into the Army Reserve. The effort follows the creation of Detachment 201, a new program where four senior executives from tech giants like Palantir, Meta and OpenAI were commissioned into the Reserve to help the service integrate and scale commercial technology."
